The expert mission was carried out in co-financing with the Embassy of France (grant to IMV) and the Ministry of Construction. It was intended to assist planners of Inpure in terms of regional planning, very little discipline in Vietnam so far. The proposed area of Hanoi (including 8 provinces, 12 million out of 13 000 km ) is the first launched by the Vietnamese government and must provide answers to the uncontrolled development of urbanization and industry created by Hanoi activity but also new economic centers as regional Vinh Phuc, Hai Duong and Bac Ninh.

The mission has identified major constraints in terms of population (agricultural overcrowding), environment (the omnipresence of water that involves significant risks of pollution), industrialization (multiplication dangerous industrial projects without economic basis) and proposed to base the scheme on an economic development project in Hanoi that is a center of international tertiary advantage of its strengths in education, services and culture. In the Red River Delta, we must seek a balance between the development of a network of medium-sized cities deploying additional industrial projects and maintaining a strong rural-based non-farm jobs in order to limit the rural exodus.

This study was presented to Minister of Construction NGUYEN HONG QUAN and senior officials of the People's Committee of Hanoi and is part of the national debate on the broad strategic directions for the region.
