Default Environmental Issues in Construction Planning

It can be, as an example, referred to the entry "Planning and environmental issues" of the London Borough of Lambeth's website, as follows:

"We seek to promote the economic, social and environmental well-being of Lambeth and its people. We are committed to the concept of sustainable development and, through the 'Best Value' regime, to the continuous improvement of the services we provide."

It would be useful if we can review environmental issues and their characteristics in construction, which are critical factors in evaluating potential adverse impacts of a construction plan.

The construction planning should adhere to international and national standards and work practices, which should be closely supervised. The environmental impacts shall be well identified, assessed and efficiently mitigated.

Vietnamese Legal Documents:

1. Law on Environment Protection No. 52/2005/QH11 .

2. Decree 80/2006/NĐ-CP dated 09/08/2006 makes detailed provisions and provides guidelines for the implementation of certain articles of the Law on Environment Protection No. 52/2005/QH11 .This Decree replaces Decree 175/CP dated 18/10/1994 and Decree 143/2004/ND-CP dated 12/07/2004, of course.

3. Circular No. 08-2006-TT-BTNMT on guideline for strategic environmental assessment, environmental impact assessment and environmental protection.

4. Decree No. 59/2007/ND-CP issued by the Government on April 9, 2007 on the management of solid waste treatment.

The Decree contains 8 chapters and 42 items. According to the Decree, the government encourages all forms of investment in solid waste treatment.

This kind of project requires comprehensive and economic measures which will not harm the environment. The investment in collecting, transferring and building treatment foundations should comply with the laws on investment and building. The decision also encourages the use of synchronous and advanced technology in recycling and re-using of waste to create renewable energy sources and material. The quantity of solid waste needs to be reduced to a minimum before being dumped in landfill sites in order to save land fund and protect the environment.
