Consultation on training in urban development projects

The participatory approach, or rather the dialogue is subject to certain laws and regulations of Vietnam. Nevertheless, there are provisions enough summary. The provisions in effect in sections 15, 19 and 23 of the Construction Act, Decree No08 of the Vietnamese Government or Circular No15 of the Ministry of Construction imposes a broad consultation with concerned agencies of skills and people involved in the site for development. This explains the limited effectiveness and low diversity of the consultation in the development of town planning documents.
The IMV training organized at the request of the Department of Planning and Architecture in Hanoi to promote the access of professionals to the city of Hanoi and the Ministry of Construction in practices of consultation carried out in France . Interns are town planners and engineers from the National Institute of Urban and Rural Planning under the Ministry of Construction, the Department of Planning and Architecture of Hanoi and the Institute for Urban Development and the Construction of Hanoi.
During the theoretical sessions, the trainer explained the various aspects of the consultation through the actions undertaken under the ongoing revision of the Master Plan of the Ile-de-France. The workshops last two days have focused on two different cases in Vietnam. The first is the Regional Master Plan of Hanoi where the trainees have tried to adapt the French practices to formulate solutions to a dialogue between the eight provinces in the area of Hanoi. The second is the proposed development on both sides of Red River which is the subject of lively debate in the press, including the arrangements for consultation with some 170 000 people directly involved. Trainees have proposed forms of cooperation for the latter but also more broadly for the entire population of Hanoi since they radically alter the relationship of the city to river.
