The expert worked on the management strategy of transport throughout the region in Hanoi. He met with various officials and technicians from the Ministry of Construction, Ministry of Transport and the Hanoi People's Committee. Assistance is a methodological support to the regional transportation planning, it insists on two main principles: the prioritization of services (national and regional urban) and integration (physical and between modes). The regional services could rely on the rail network exist which is largely under-utilized.

These findings have been two sessions of presentation in the presence of the Director of the Inpure and representatives of the Ministry of Transport and the city of Hanoi. Training in regional transportation planning was held on 5 and 6 July 2005. The participants were specialists in planning and transportation departments of transportation and construction and various services of the Hanoi People's Committee. The training aimed to present the methods of regional transportation planning from the experience of the Ile-de-France. Besides the lessons, exercises were held on the specific case of Hanoi to implement the methodological advice.
