I. INTRODUCTION

In response to the request of the Government of the Socialist Republic of Vietnam (hereinafter referred to as "GSRV"), the Government of Japan (hereinafter referred to as "GOJ") has decided to conduct the Preparatory Study on the Comprehensive Urban Development Programme in Hanoi Capital City (hereinafter referred to as "the Programme"), in accordance with the relevant laws and regulations in force in Japan.

Accordingly, the Japan International Cooperation Agency (hereinafter referred to as "JICA"), the official agency responsible for the implementation of the technical cooperation programmes of the GOJ, will undertake the Programme in close cooperation with the authorities concerned of the GSRV.

The present document sets forth the scope of work with regard to the Programme.

II. OBJECTIVE OF THE PROGRAMME

The objectives of the Programme are as follows:

1) To formulate a comprehensive master plan for sustainable urban development which will establish strategic components to be pursued for the target year of Hanoi Capital City,

2) To propose measures to strengthen the capacity of concerned governmental organizations.
