
The program, which aims to build at least one million social homes in the 2021–2030 period, remains a top priority this year. The ministry said it is stepping up implementation through policy adjustments, closer coordination with local authorities and efforts to resolve bottlenecks at specific projects.
According to the ministry, social housing development will continue to receive priority resources, in line with objectives to ensure social security and promote sustainable urban development.
In 2025, a total of 102,633 social housing units were completed nationwide, exceeding the assigned plan by about 2%. By the end of the year, projects under development reached around 657,395 units, equivalent to 62% of the program’s target.
By 2030, in addition to completing the one-million-unit target ahead of schedule, the total stock of social housing nationwide is expected to surpass 1.6 million units, improving housing conditions for low-income earners and workers in industrial zones.
The ministry also reported progress in transport infrastructure. In 2025, it implemented 53 transport infrastructure projects, including 15 newly launched projects and 38 completed ones. By year-end, Vietnam’s expressway network had increased to about 3,803 kilometers, including 3,345 kilometers of main routes and 458 kilometers of interchanges and connecting roads. The coastal road network has reached a total length of 1,701 kilometers.
Several key transport projects have been completed and put into operation, notably sections of the North–South Expressway connecting Cao Bang to Ca Mau. Component expressway projects, along with east–west and regional connectors, are continuing to be rolled out to strengthen regional connectivity and support socioeconomic development.
