
The HCMC People’s Committee has submitted the proposal to the Standing Board of the HCMC Party Committee for review. It has also proposed that the city’s People’s Council issue a resolution authorizing implementation of the project.
The railway would be an inter-provincial project running through HCMC and Dong Nai Province. Under the proposal, HCMC would act as the executing agency.
The line would start at Thu Thiem Station and end at Long Thanh Station. It would be about 42 kilometers long, with around 20 stations and one technical depot.
In HCMC, the route would pass through An Khanh, Binh Trung and Long Truong wards. In Dong Nai, it would run through Nhon Trach and Long Thanh wards, connecting directly to Long Thanh International Airport.
Preliminary investment is estimated at about VND84.7 trillion. Compensation, support and resettlement costs are projected at around VND5.5 trillion. The project is expected to be implemented from 2025 to 2031.
Land clearance would be carried out through separate public investment projects in each locality. Compensation and resettlement costs would be funded by the State and would not be included in the State’s capital contribution to the PPP project.
City authorities said assigning one locality as the competent authority would help ensure consistency and coordination, given the project’s scale, technical requirements and tight timeline.
Long Thanh International Airport is expected to complete its first phase in December and begin operations in mid-2026. Transport links to central HCMC are currently expected to rely mainly on roads, raising concerns about congestion.
The proposed Thu Thiem–Long Thanh metro line is intended to provide high-capacity transport and support urban and socio-economic development in eastern HCMC and Dong Nai Province.
